The most common complaint of  those on welfare is the unwieldy inflexible nature of the computer systems of the system, more humanity has to be built into this, a large number of people either do not have access to a pc or the most vulnerable do not have the social skills to be able to negotiate the over complicated system and this leads to what is called "unacceptable behaviour " or lack of understanding , too much is asked of claimants. 

A Labour government needs to simplify systems.
