Force banks to lend to small & medium businesses (has been problem since at least 2008)

A factory owner told me in 2011 that his factory was mothballed because in the past he was allowed a £1mill overdraft for buying fabrics etc, which. Once he sold them the overdraft was easily paid. But he said that banks no longer lend to small and medium businesses. Maybe cus of the 2008 crash I'm not sure. But this mothballing of a factory is example of jobs lost and economy stunted because of banks not helping enough. So maybe force or encourage banks to give businesses wat they need. Thnx
