National cooperative?

Utilities i.e. electricity, gas, water, railways and possibly the telecoms network(less clearly a monopoly) should be non-profit-making and should be run for the benefit of the public as a whole.  Possibly some kind of cooperative in which all customers have voting shares, or a trust in the nation's interest (but too many of those have been broken in the past).
