I attach a Policy Proposal I have previously sent to Andrew Glynn, MP, as Shadow Secretary of State for Communities and Local Government. He replied advising that this forum would be a more appropriate place in which it might be discussed. As it is 1880 words long I am unable to condense it into the word limit here. I would note that I wrote the Proposal first, and then sought to place it within the Labour Party  policy deciding apparatus - it might be a little different on how things are done here.

 

It is, however, what it is.
